This is from the 4th Expansion of Yugioh, called Yugioh ZEXAL. I don't watch it, but it's the first thing that pops up on the Wikia, and almost every new character on there as insanely annoying-looking hair and I do not know why.

Hell about the only time anyone had normal hair was in....GX, where Jaden's Scenester Bowllet composed of two natural colors, and most others just had ridiculous lift and their hair almost floated. 5D's introduced floating hair and yugi spikes again, and of course, the first one had Yugi's hair, which I could not explain.

 At first I thought it was just a giant coat collar or hood, but it's his actual hair.

Either way now I am starting to find these new hairstyles annoying.
