As long as a game has a way to mute the voices, lack of Japanese voicework should not be a problem, no matter how much you hate English dubs.

(Wait, since when did it become the norm to demand any voicework at all?  What happened to all those great games that have no voicework?  How about using your imagination to give the characters voices inside your head?  Or whatever you do if someone hands you a novel.)

Anyway, if you're going to demand Japanese voicetracks for a game that was developed ten years ago without an international audience in mind, for which the localizers themselves tried and failed to get the Japanese voicetracks due to licensing issues, you're being unreasonable, unless time machines exist and you can go back and rewrite their contracts.

Doubly so if the game isn't even set in Japan but set in a Europe-like place, complete with Anglo and Germanic names, for example.

And doubly so once more if the voice clips are just battle grunts and the dialogue isn't even voiced.

Also, you're not proving any points, nor demonstrating any meaningful
consumer pressure, by continuing to make a gigantic fuss after the facts have been presented to you.  Take your issue-pushing to a more
recent game with in-house voicework that doesn't have licensing issues.

    It's an incomplete experience. Definitely a problem, how big or small it is depends on your preferences.
