It's an Irish folk monster of some sort that's like a centaur but with the humanoid half coming out the back so it has a horse head as well. It also can't pass over running water and has a big lolling head, long arms and no skin.
Does anyone recognize this particular abomination? If so, please respond.

What you're thinking of is Rowdain, which is a relatively standard skeletal rider atop a skeletal horse.
