The film in eggshells is not flammable
This is very irritating to me as I'd rather not have decaying egg film stored with my eggshells

Why are you storing eggshells, and why are you trying to burn off the film anyway?
You might just have to gently scrub it off. Doesn't sound easy, but it should work if done carefully.
