For example, final boss Sigma in Mega Man X3. There's one boss in MMZ3 that does this, I think.
Why would you go do so far as look so much like a human when you don't care about mobility?

Because it looks cool, obviously.
Considering that, as far as machinery goes, walking or running is more complex, yet slower than going on wheels, you can expect humanoid machines to be less mobile than ones on wheels or tracks.
I'm not talking about transportation speed. I'm talking, why make a huge humanoid battle body when all you're going to do with it is rise ten feet, hover horizontally, then descend ten feet, rinse and repeat?
