Pokemon doesn't send out TOO many C&D's. I mean, there was the one for the MMO, but it came back.
There have been hundreds of fanmade Pokemon games all over the internet. Nothing happened to any of them.

I think the MAIN issue is the possibility of this stealing sales from HGSS, which is still being sold
And I think PWO started getting big back when Pokemon actually cared about making an MMO.

They have, though not much. Most notable is the Yoshi! game, Drill Dozer, and a Sega game called Pulseman.
Well it's not inconceivable to have an MMO on a console (Monster Hunter sort of does it already), but they'd need some seriously good netcode. Which Nintendo...isn't exactly famous for.
Case in point: Read the Pokemon thread with me and Ica trying so hard to trade. Or Brawl's netcode, which suuuucks. I hope Namco can make a better netcode for SSB4.
As Evident by the Wii U, Nintendo is only just starting to get this whole online gaming thing.
