Well, strategic deployment of derp is a powerful tool in both humour and general presentation of cute stuff. I mean, I have no idea who you're talking about (probably an anime character?) but it doesn't surprise me.
Akkarin is the cutest yryr.
I don't really think she looks "derp" though except I guess that she's often shown making a generic cheerful anime girl face (because she is a cheerful anime girl).
I had the strongest sense of this when I saw the picture of her as shown in kay4today's current avatar on the TV Tropes forum.
