Picture, in your head, a female character in an anime/manga series. Imagine, like far too many such character, she wears a skirt.
Now picture her sitting on the ground, with her legs angled upward on front of her.
Stupid fanservice is stupid. Why do character designers do this?

Why can't female anime characters just wear pants?
They generally avoid pantyshots and the like, at least, usually by making sure that one of the character's legs is in the way, or positioning the "camera" appropriately, or just generic extremely dark shadows.
^ Various reasons, not all of which are targeted at men/boys.
Also uniforms?
What do you mean by "legs angled upwards"? For some reason, I imagine a "Spider-man crouch" kind of pose.

So, OP, you mean like, butt down, knees up, legs sort of covering up her undergarments but doing nothing to alleviate the fact that yes, this was meant to be an enticing, attention getting, questionable pose?
