Ok, apparently either I or they missed a step. I need to right click and hit Japanese Locale

Might as well just set Windows to be in Japanese locale all the time.  It won't really have any impact on most non-Japanese applications, and it means you don't have to use AppLocale.

Of course, if you do that, some programs will insist on displaying in Japanese.
