For example, I found a neat little video that was designed to be a gif. Decided to convert it to that. Should take only a few minutes
Ends up all the web services suck, and I had to download a program so it wouldn't cause it to just be a tiny little scrap of it. It doesn't read the video format I downloaded, so I had to open up Windows Live. Which needs a 5-10 minute update
I still don't have the gif yet. Gah
EDIT: Now I need to restart my computer...?

There's a prog that can turn a video frame by frame into a gif?
If not, you can always get a video player that has easy frame by frame display (such as Media Player Classic) and then string them together into an animated gif in GIMP.
