Arceus learns fewer moves than Mew

Yet Arceus is not only a god, his dex mentions that he has thousands of arms



So why can he not use attacks like Thunder Punch?



If anything, he should have a unique move tutor who will teach him any attacks sans Sketch as that's pointless in that situation and Chatter due to glitches

    It's because Mew receives his cuteness bonus.  That's really it.  He's so adorable, he's automatically superior for it.  I mean, who doesn't think "aww" when Mew mews at you?  :P

    I always thought that the arms thing was metaphorical. Regardless, Mew's gimmick is that it can learn any move. Arceus' is being a god.

    Even if it is, I'd guess that Mewtwo was used to prove Mew exists, which technically means Mewtwo comes first

    Except his entire life up till very recently was a secretive criminal organization off all official radars, and he's been a hermit ever since.  Mew's actually popped up in front of people.
