  Bandwidth is why we don't have them? Why not just impose an arbitrary limit on filesize? It would fix the problem.

  GIFs are biggish when they have multiple frames.
  
  A simple 3 image GIF took up 4MB.

  A 100x100 GIF should not be the most annoying thing ever UNLESS it was made to annoy a specific message people will disagree with or it is made to offend or annoy a certain user.
