  Nnnot really. Check out the low heels on mens "opera pumps", which are the direct lineal descendents of Louis XIV's high heels. Western boots go up to 1 3/4", while Chelsea boots might go a bit higher.

  There's a company that makes a product for men that looks like you're wearing regular shoes but inserts make them look ~3 inches taller.
