    Konachan is a booru in the sense that it runs danbooru's software.  It is not a booru only in the sense that its name does not contain "booru," though of course that doeesn't really matter.

    In any case, it's probably because they require a lot of bandwidth (due to containing very high-resolution pictures) if they're any popular, and often they aren't hosted on very good servers, due to hosting being expensive.
